Victor Babarico Promised To Write An Action Plan

The former political prisoner stated that "it won't take much time for that to happen."

Ex-presidential candidate, former political prisoner and ex-head of Belgazprombank Viktor Babariko, released on December 13, 2025, promises to write an action plan "for himself and the Belarusians. He writes about it in "Facebook":

- After a long absence in the "real world" and now, being in forced emigration, a picture of the significantly changed world opened before me:

1. The variety of "colors", which people were proud of and found the joy of life in, disappeared. All that is left is white or black, friend or foe, friend or foe. The dominant principles are: "he who is stronger is right"; everyone is for himself and any problem can be solved not on the basis of reaching a common compromise based on a common foundation, but by armed confrontation. As a consequence of the triumph of such rules - unleashing of war by Russia, from which now the Ukrainian people suffer and our country turned out to be an accomplice of the aggressor.

2. Belarusians turned out to be physically divided into those who are inside and those who are outside the country. It seems that these two groups have different pains and interests and that they do not hear and do not understand each other. Not only that, even within these "divided Belarusians" there is no unity and agreement.

3. There is a clearly defined goal of the regime that has survived in Belarus - to keep its own power and that perverted "stability" that allows it to do everything that ensures the achievement of this goal. In this the regime is greatly assisted by the "eastern ally" providing all possible means - economic, political, military, power, etc.

4. There is no common understanding of the shared image of the future by the Belarusians who do not accept the "optimism" of the existing regime.

5. There is no united opinion of Europe in relation to Belarus and its possibilities to support the movement towards realization of necessary changes. And without a counterweight to the "eastern neighbor" it is practically impossible to ensure the achievement of these changes. This was clearly shown in 2020, when we were very close to the opportunity to implement our program of changes, but it was Russia's actions that were the most important "argument" in the regime's struggle then and are its support today.

But I do not agree that today's picture of the world is the only possible and correct one. It is not based on universal values, which are close to me and which have been formed and remain unchanged for many centuries.

When we talk about the image of the future shared by Belarusians, it is important to understand that we are not talking about rolling back to the previous state, but about the formation of conditions for a free, independent and safe country for its inhabitants, where everyone has the opportunity to realize himself and build his own dabrabyt. Such a state of affairs did not exist in Belarus before and does not exist now.

I realize that with a single goal, the ways of achieving it may diverge, but it does not devalue the idea itself. Everyone can go his own way and his own pace, but the goal remains the same - the formation of conditions for the development of Belarus.

And I know that very often it is the ways and methods of achieving a common goal that are the causes of ruptures and confrontations, but this does not change my attitude to the principles that are close to me.

The sad experience of recent years has only confirmed this: the outside world is only the boundary conditions for your physical freedom. Of course it is very important, because it determines your possibilities, but it should not lead to the rejection of the value system you adhere to.

Today I do not have a precise plan of action, both mine and yours, but I am beginning to move towards its formation. I don't think it will take much time. Certainly not years.

And in conclusion, I would like to say the following: the main thing is not who will be the president of Belarus and what our new Belarus will be like. The main thing is to create conditions under which the Belarusians themselves will be able to decide these and other important issues that determine the fate of each individual and common for the Belarusians.
