Ukrainian GDP To Grow By 2.2% Over 2025

Despite energy attacks and logistical challenges.

Ukraine's Economy Ministry has released preliminary data on real GDP for 2025 - the figure grew by 2.2%. This happened amid constant attacks on energy infrastructure and complicated logistics, but government programs to support businesses and budget investments helped to keep the positive dynamics, the Economy Ministry said.

Last year was another test for the Ukrainian economy. The country worked under the pressure of missile attacks on power generation facilities, and for the first time in the entire period of full-scale war, the Russian Federation hit the gas production infrastructure.

The state program "Affordable loans 5-7-9%", under which entrepreneurs received 93.7 billion UAH of new loans, was among the drivers of growth. Last year the amount amounted to 93.1 billion.

Salaries of Ukrainians have grown significantly. According to calculations work.ua, the average nominal salary for vacancies at the beginning of January 2026 reached 27,530 UAH - 30.8% more than a year ago. The average salary for a resume rose even higher - to 30,216 UAH, which is 39.9% higher than last year's figure.

Capital expenditures of the consolidated budget at the beginning of December increased by 17.3% compared to the same period of the previous year. The "єOsela" program provided more than UAH 14.8 billion in preferential mortgage loans, supporting the construction industry.

Agriculture faced difficulties. The harvest of oilseed crops decreased: soybeans - by 26.9%, sunflower - by 15.8%, rapeseed - by 7.6%. Sugar beet was harvested by 13.9% less. However, cereals were threshed 3% more.

The slowdown in growth rates was also affected by massive missile attacks by the Russian Federation on power generation facilities and logistical difficulties, the cessation of natural gas transit by pipeline, as well as a contraction in demand, particularly from agriculture.

"In 2025, among the key economic activities, domestic trade, construction - due to reconstruction projects, as well as the processing industry - in particular, the production of defense equipment - supported growth. State business support programs and budget investments in the restoration of critical infrastructure played an important role," commented Minister of Economy, Environment and Agriculture Alexei Sobolev.
