Lukashenko Signed A Decree On Cryptobanks And Tokens

The dictator imposed double regulation.

Alexander Lukashenko signed a decree "On crypto-banks and certain issues of control in the field of digital signs (tokens)". The document introduces the activities of cryptobanks into the legal field and defines the requirements for working with tokens.

According to the decree, a cryptobank is a joint-stock company, which can combine operations with digital signs with banking, payment and other financial activities. To operate in this status, the company must be a resident of the High Technology Park (HTP) and included in a special register of the National Bank.

Cryptobanks will be subject simultaneously to the requirements of the legislation for non-banking financial institutions and the decisions of the supervisory board of the HTP. The authorities call such a model dual regulation.

The document notes that the new regime should allow the creation of financial products combining classic banking services and transactions with tokens.

In November 2025, Lukashenko called cryptocurrencies one of the options for "solving the problem of dependence" on the US dollar. Before that, the dictator instructed the Energy Ministry to develop mining in the country and utilize the available surplus electricity for this purpose. The usurper said that Belarus should also mine cryptocurrency, if it's profitable.
