Belarus Extended The Ban On Export Of A Number Of Goods From The Country

The ruling was published today.

The Council of Ministers has extended the ban on the export of some industrial goods outside the country. This is stipulated by Resolution № 514, which was published on the National Legal Internet Portal on September 20.

The document establishes a temporary ban on the export of goods outside Belarus to the EAEU states regardless of the country of origin, as well as outside the customs territory of the EAEU from Belarus to non-members of the EAEU, goods when placing them under the customs procedures of export, temporary export, processing outside the customs territory and re-export.

The list includes gypsum, anhydrite, dental cements and other filling materials, cements reconstructing bone, devices identified as devices for stomical use, photographic plates and photographic films, flat, sensitized, unexposed, of any material other than paper, cardboard or textile, X-ray. Also on the list are gloves, mittens and mittens used for medical, surgical, dental or veterinary purposes, glass ampoules, waste and scrap tungsten and products made of it, containers for compressed or liquefied gas, made of ferrous metals.

The restrictions do not apply to goods accompanied by a certificate of origin of goods or an act of expert examination of the origin of goods, confirming the Belarusian or Russian origin. The ban does not apply to goods obtained as a result of processing operations on the customs territory of the EAEU in Belarus in accordance with the customs procedure of processing on the customs territory, as well as manufactured with the use of goods previously placed under the customs procedure of a free customs zone.

Some paragraphs of the decree will come into force from September 23, 2025, others - from the date of its adoption. The document is valid until March 22, 2026.
