Putin Suggested Appointing Medvedev's Classmate As New Prosecutor General

Russian President Vladimir Putin proposed to appoint his envoy to the Northwestern Federal District Alexander Gutsan to the post of prosecutor general, Senator Andrey Klishas said. He specified that the corresponding submission was received by the Federation Council. The nominee will be tentatively discussed on September 23, then the Committee on Constitutional Legislation and State Construction will propose to hold consultations at a meeting on September 24.
The fact that Putin will nominate 65-year-old Gutsan for the post of prosecutor general was reported by RBC sources in late August. He will replace Igor Krasnov, who will head Russia's Supreme Court following the death of the president's classmate Irina Podnosova. Gutsan himself studied with deputy head of the Security Council Dmitry Medvedev and Justice Minister Konstantin Chuichenko at the law department of the Zhdanov Leningrad State University (now St. Petersburg State University). He was the head of the group and komsorog of the course. From 2007 to 2018, Gutsan served as deputy prosecutor general under Yuri Chaika.
As a state prosecutor, he took part in the trial for state treason against retired Captain 1st Rank Alexander Nikitin. The defendant was fully acquitted. In 2016, at Gutsan's request, the criminal case against the now former owner of Domodedovo airport, Dmitry Kamenshchik, who was accused of failing to comply with security measures that led to a terrorist attack with 37 victims in 2011, was closed.
Gutsan is an actual state councilor of the Russian Federation, First Class. This is the highest rank in the civilian civil service, corresponding to the military rank of army general or fleet admiral. Gutsan is a member of the Security Council and the State Council, is an honored lawyer of Russia and has among his awards the Order of Honor and the Order of Friendship.
