How not to get fined.
On September 1, the updated traffic rules will come into force in Belarus . The innovations will affect those who move on bicycles and personal mobility devices (PMD) - electric scooters, gyroscooters, segways. Also from next month, tinting of rear windows of cars will be allowed. What other changes will appear from September 1 and how can you be punished if you ignore them?
Briefly about the main innovations
September 1, new traffic rules will come into force: as planned, electric scooters and other electric vehicles will be allowed to move no faster than 25 km / h on bicycle lanes and up to 10 km / h on sidewalks. Violators will be identified with the help of special developments of the traffic police, designed specifically to track the speed of such vehicles.
There are other innovations:
Those who move on the SPM, will be equated with cyclists.
The obligation of cyclists and those who move on the SPM to dismount when crossing the roadway will be introduced. Exception - bicycle crossings, which are equipped with special traffic lights.
It will be prohibited to move SPMs with a mass exceeding 35 kg on pedestrian zones and sidewalks.
It will be prohibited to leave SPMs in places that create obstacles for other traffic participants.
The territories of horticultural associations have been referred to the residential zone: on their territory pedestrians, cyclists and those who travel by SPM, have received advantage over other vehicles, but must not unreasonably obstruct their movement.
From September 1, tinting, film coating, installation of blinds or shutters on the rear side and rear windows of the car will be allowed. At the same time, the requirements for light transmission are not prescribed.
Now the traffic rules state that from December 1 to March 1, the use of summer tires is prohibited, that is, the car must have winter or all-season tires. From September 1, the use of tires marked "All Season" (all-season tires) is prohibited during this period. That is, all-season tires can be used only in the same period as summer tires.
How can be punished for violations?
For cyclists and those who move on the SPM, to cross the roadway, you need to rush - get off the bike or scooter and drive it next to him. For violation of traffic rules for them from September 1, fines are provided under Article 18.20 of the Administrative Code.
"The first time a warning may be issued, then - a fine of 1 to 3 basic (from 42 to 126 rubles. - Editor's note.), - reported earlier in the traffic police of the Ministry of Internal Affairs. - If the violation was committed while intoxicated - from 3 to 5 basic (from 126 to 210 rubles. - Editor's note.), if he created an emergency situation (for example, sharply entered the crosswalk, forcing the driver to change the trajectory of movement) - from 3 to 8 (from 126 to 336 rubles. - Editor's note.). If he caused minor bodily injury or left the scene of the accident - from 5 to 20 basic (from 210 to 8400 rubles. - Editor's note.). In cases where the violation was committed by a child under 18 years old, the Commission on Minors' Affairs will deal with it. And parents may be held liable for improper upbringing of children.
September 1, devices that can accelerate over 25 km/h will no longer be considered means of personal mobility. Such vehicles must be registered and a driver's license must be obtained to drive them. Those who fail to do so and still drive such vehicles will face fines.
- First of all, they will be considered unauthorized drivers. They will face a fine of 5 to 20 base fines. Or up to 50 if it happened repeatedly. Also possible administrative arrest or community service (Article 18.14 of the CAO), - noted in the traffic police of the Ministry of Internal Affairs. - If such violations occur repeatedly, criminal liability is incurred: the offender faces a fine or community or correctional labor up to six months (Article 317.2 of the Criminal Code). Such drivers can also be held liable for any other violations, for example, for violating the rules of vehicle location on the roadway.
