The city's mayor Dmitri Naumov has been detained in Vladimir, law enforcement agencies told TASS. "Naumov was detained this morning at his workplace. He is suspected of fraud on a particularly large scale," the agency's interlocutor said. As Argumenty i Fakty notes, FSB officers broke open the door to the reception room of the mayor's office and waited for the city head to arrive to begin investigative actions.
According to Zebra TV, Naumov is suspected of having ties with members of the previously detained organizational criminal group (OCG) known as the "cemetery mafia." We are talking about the head of the Specialized Combine of Ritual Services Nikita Petrunin and former deputy director of the Center for Urban Roads Management Sergei Ershov, who, as Mash writes, testified against the mayor of Vladimir after his arrest.
According to the investigation, from May 2024 to March 2025, the defendants in the case illegally allocated to citizens places for burial at the Vladimir city cemetery Ulybyshevo on condition of purchasing from them a set of ritual services at an inflated cost, while the places were to be allocated free of charge. According to preliminary data, more than 300 funerals were illegally organized under this scheme. The damage to citizens amounted to at least 5 million rubles, and to the municipal enterprise - more than 10 million rubles, writes The Moscow Times.
Naumov is a member of the United Russia party. He took over as head of Vladimir in November 2022, and before that he led the administration of the Gorokhovets district for three years. In May, the head of the city sent his deputy Gleb Seregin into retirement. Together with him was dismissed and the head of the housing and utilities department Alexei Shumnik. The administration explained this decision by "the current situation in the provision of ritual services in the city". The dismissal of the officials came four days after the arrest of the gang that had been operating in the cemetery in Ulybyshevo.
