Another Defense Ministry General Has Been Arrested In Russia

The authorities have accused Major General Konstantin Kuvshinov, ex-head of the 9th Medical and Diagnostic Center (MDC) of the Russian Defense Ministry, of corruption, TASS reports. According to the case materials, he is charged with embezzlement of over 57 million rubles in the procurement of medical equipment. "Mediazona" with reference to the data of Moscow courts writes that the arrest of the official, who resigned from the LDZ in May 2025, took place in late April within the framework of a criminal case on fraud on a large scale (part 4 of Art. 159 of the Criminal Code of the Russian Federation). According to the case materials, in 2022 the 9th LDTs subordinate to the Ministry of Defense agreed to purchase equipment with the companies Delrus and TDA-Service. The contract amounted to more than 100 million rubles. However, the cost of supplies was overstated, and Kuvshinov embezzled the difference between the actual amount and the amount stated in the contracts (more than 57 million rubles), distributing the "profit" with representatives of the supplying firms - Igor Ignatov (Delrus) and Alexander Khotsin (TDA-Service). Military investigators reported back in early June that criminal cases of fraud had been opened against the latter. Ignatov was arrested, and Khotsin was sent under house arrest.
The case involves another businessman - Vladimir Bogdanov. A TASS source said that during searches he was found in possession of "unregistered military weapons" and charged with illegal possession (222 CC). The interlocutor also noted that the investigation may reveal other suspects, as well as new corruption episodes.
Kuvshinov was head of the LDC from February 2019 to May 2025; previously he worked as deputy head of the Defense Ministry's Main Military Medical Directorate, heading the medical and preventive department. The case against the ex-officer is being handled by the Main Military Investigation Directorate of the Russian Federal Investigative Committee.
Kuvshinov became at least the ninth high-ranking officer to fall under the purge following the resignation of Defense Minister Sergei Shoigu. Before that, a garrison military court in St. Petersburg sentenced the former head of the Central Military District's (CMD) armored car service, Major General Major General Denis Putilov, to 8.5 years in prison for taking a 10 million ruble bribe in a state order for the repair and maintenance of military equipment.
Even earlier, law enforcers detained two of Shoigu's former deputies - Army Generals Dmitri Bulgakov (damage worth 1.3 billion rubles) and Pavel Popov (embezzlement at construction sites in Patriot Park), as well as the head of the Defense Ministry's Main Personnel Directorate, Lieutenant General Yuri Kuznetsov (80 million rubles bribe). In addition to them, Major General Valeriy Muminjanov, deputy commander of the Leningrad Military District for logistics, Lieutenant General Vadim Shamarin, deputy chief of the General Staff, who was sentenced to seven years in prison in April 2025, and other military officers were arrested on charges of taking bribes.
