The EU insists on the right of Kiev to have the final say.

The CNN and notes that the exact contours of a plan to end Russia's war against Ukraine remain vague.

Since midweek, European leaders have been trying to sort out the details of a proposal that the head of the Kremlin regime voiced during a meeting with U.S. presidential special envoy Steve Whitkoff in Moscow. Trump called his European counterparts the same day, but limited himself to a general statement that the plan involves Ukraine ceding certain territories.

Sources said Whitkoff was to join the British meeting online. Vance, who was in England on vacation with his family, attended in person.

European diplomats estimate that the Russian initiative envisions full Russian control over Donbass, which the aggressor country currently occupies only partially. However, the details of the plan remain unclear even after several telephone conversations between Europeans and US Secretary of State Marco Rubio and Whitkoff, the material said.

In particular, the fate of the Kherson and Zaporizhzhya regions, which are partially seized by the occupiers, remains in question. The uncertainty has forced European leaders to urgently seek additional information and insist that Kiev has the final say in any final agreements.
