Car Sales In Russia Collapsed By Almost A Quarter

The Russian automobile market has become completely dependent on the schedule for increasing the utilization fee. Before it, the demand for cars rises sharply, after which it collapses, writes The Moscow Times.

In November, sales of new passenger cars in Russia collapsed by 23% to 127,900, the analytical agency Avtostat calculated on the basis of data on car registrations. But compared to November 2024, when the market was shocked by a 70-85% increase in the utilization fee, sales grew by 5%. The November growth is the first in 2025 in annual terms, and according to the results of 11 months, the market is in a big minus: sales lag behind last year's by 18%.

Experts of "Avtostat" consider the results of November to be the effect of the increase in the scrappage fee. Initially, the government planned to introduce a new order of its calculation from November 1, but then postponed it for a month, so that all those who ordered a car in advance had time to import it at the old rates, explained the Ministry of Industry and Trade. The peak of importation just fell on October, and in November its echoes were already felt.

Since this month recycling fee is calculated taking into account the power of the car, and the cars with engines from 1.6 liters will be subject to increasing coefficients. But, most importantly, such foreign cars will no longer be subject to preferential duty for individuals who import a car for personal use. Until December, they paid only Br3.4 thousand for a new car, but now they have to pay at commercial rates. As a result, the duty for a new BMW X3 will amount to 952 thousand rubles, Toyota Rav 4 - 2 million rubles, BMW X5 - 2.8 million.

Since the new year, these rates, like all others, will be indexed by another 20%, the schedule of increase is scheduled until 2030.
