The Kremlin Confirmed Another Violation Of The Russian Constitution By Putin

Russia has once again ignored the constitutional norm on the mandatory annual address of the head of state to parliament. The Kremlin officially confirmed that there will be no such speech in 2025.
This is reported by RBC-Ukraine with reference to the publication of the Russian media.
The Kremlin's press secretary Dmitri Peskov said that Russian dictator Vladimir Putin will not deliver his annual address to the Federal Assembly in 2025, despite the fact that the Russian Constitution provides for such an address every year. According to him, the decision was made by Putin personally.
"This is the decision of the head of state, this is his message <�...> Everything will take place in a timely manner," Dmitry Peskov said.
When Putin may return to the format of the address
Russian mass media, citing a source close to the presidential administration, writes that preparations for the address may begin on the eve of the State Duma elections, which are scheduled for September 2026.
Other sources believe that the date of the possible speech will depend on the situation on the front, as well as the progress of contacts with the United States.
War instead of domestic agenda
The Russian dictator is reportedly not planning to read out his annual address because, according to one source, he is now "more concerned about war and US nuclear threats than domestic issues."
Putin, who has been in power for more than 20 years with a four-year gap, has already violated the constitutional requirement for an address in 2017 and in 2022, the first year of a full-scale war against Ukraine.
Then, too, there were no consequences. In 2024, the address took place on February 29 - shortly before the pseudo-election that resulted in his re-election to a fifth term.
