EU Countries And UK Prepare Plan To Deploy Troops To Ukraine

The multinational force will be formed with a "coalition of the willing" and U.S. support.

The "coalition of the willing" countries have finalized plans to strengthen Ukraine's defenses and deploy ground forces on its territory in the event of a cease-fire, U.K. Prime Minister Keir Starmer announced. He said the issue was discussed at the level of the countries' leaders, after which military departments were instructed to think about Ukraine's defense in the air, at sea and on land. "So now we have military plans for each of these areas. If required, this includes land deployments," Starmer noted. However, he added that the priority for the moment remains the achievement of "a just and lasting peace."

A joint statement by European leaders following talks between US representatives and Ukrainian President Volodymyr Zelensky in Berlin on December 15 said that "multinational forces" could be deployed in Ukraine as part of security guarantees. They will be formed with the participation of a "coalition of the willing" and with the support of the USA. The task of this force would be to ensure the security of the sky and the sea, as well as to help rebuild the Ukrainian armed forces. European leaders have also pledged support for the Ukrainian army, which should remain at a peacetime strength of up to 800,000 men to deter Russia from potential aggression.

The "coalition of the willing" includes more than 30 countries, mostly European. They allow their participation in a peacekeeping mission in Ukraine after the fighting ends. France and Britain play a coordinating role in the association.

After the peace plan talks in Berlin, the EU and the US agreed to provide Ukraine with security guarantees comparable to the provisions of NATO's Article 5. Under it, an armed attack on one of the alliance members is considered an attack on all of them. In this case, member states have the right to provide the affected party with the necessary assistance, including the use of armed forces.
