There Have Been Strange Reshuffles Among Managers In BelZhD

In early December, the head of the general technical service of the Belarusian Railroad was replaced by Andrei Kashko. The previous head was a native of the Interior Ministry, while the current one may be connected with the KGB, according to "Community of Railwaymen of Belarus".
For a long time, the permanent head of the general technical service of BelZhD was Igor Androsov. And he was not hindered even by a conviction for embezzlement - the sentence was passed back in 1999. He retired in 2024.
Androsov was replaced by Andrei Lyashchenko, who came from the Department of Operative Investigative Activities of the Ministry of Internal Affairs and had absolutely nothing to do with the railroad.
The former strongman did not stay long in this position, and at the end of 2025 he was replaced by a representative of the nomenclature of the BelZhD management. Since December 2, 2025, the general technical service is headed by Andrei Kashko, who has been working in the railroad since 1997.
Such a change of leadership came as a surprise to many, which is understandable, since Kashko is not the most obvious candidate for the position, the association said. They emphasize that he was actively involved in repressive actions after August 2020, firing and forcing the dismissal of BelZhD employees for political reasons.
The community believes that Kashko is "none other than a recruited KGB officer."
The main functions of the general technical service include ensuring the organization of military transportation and operational interaction between BelZhD and law enforcement agencies - the Ministry of Defense, KGB, Interior Ministry and other agencies (including structures of the Russian Federation).
"We dare to assume that the appointment of Kashko to the post of head of the general technical service, in the opinion of BelZhD management, is designed to ensure the maximum level of secrecy in the interaction between BelZhD and the armed forces of Belarus and the Russian Federation in the organization of military transportations. According to the same managers, this level has not been ensured so far due to the constant leakage of information in this area of transportation.
Perhaps, Kashko's "bloodhound's sniff" in identifying and determining the disloyalty of employees has been relied upon, or just hopes are placed on his unscrupulousness and ability to "walk over corpses" in the course of implementation of his tasks," suggest the "Community of Railwaymen.
They added that Kashko is directly supervised by the "kagebashnik" Igor Kozlowski - this deputy head of BelZhD had previously "worked in various government positions in the field of national security."
