The negotiations include three separate documents.
Peace for Ukraine is closer now than at any time since the start of Russia's full-scale invasion in 2022. Finnish President Alexander Stubb said this during a speech in Helsinki on December 9.
"We are quite close to an agreement," Stubb was quoted by Bloomberg.
The peace talks include three separate documents, he said:
The first document is a framework document. It is a 20-point plan that has been discussed between European leaders.
The second document deals with Ukraine's security guarantees and is being discussed between the administration of US President Donald Trump, Ukrainian representatives and European security structures.
The third document focuses on Ukraine's reconstruction after the war.
The previous version of the framework agreement consisted of 28 points, Stubb said. Part of the proposals, concerning European security, was "absolutely unacceptable" to Finland. Now the negotiations have moved to a stage where the terms of the agreement look more acceptable.
