The Russian dictator blamed foreign "provocateurs" for this.
Russian authorities should resist attempts by foreign "provocateurs" to shake the "unity of Russia" and stir up ethnic discord, Russian dictator Vladimir Putin said during a meeting of the Council on Interethnic Relations. The transcript of the speech was published on the Kremlin's website.
"It is necessary to suppress provocations, attempts to stir up discord between people, given that the provocateurs themselves, as a rule, are sitting abroad, guarded, financed and directed by foreign special services," the president said.
The head of state said that in order to provoke conflicts, ill-wishers use any excuse and pretexts, such as domestic accidents and the migration factor.
