Putin Approves Record Spending On War

The Kremlin has no intention of curtailing its aggression.
While Kremlin spokesmen publicly declare Russia's alleged readiness to work with the United States on a "peace plan," the real actions of the Russian regime indicate that it has no intention to stop the war against Ukraine, dialog.ua writes.
This, in particular, is indicated by the budget for 2026 approved by dictator Vladimir Putin, almost 40% of which is planned to be spent on war, which is a record high since the Soviet era.
All the money for war
The aggressor country plans to spend 12.93 trillion rubles - almost 30% of all government spending - on the army and weapons procurement. Another Br3.91 trillion is planned to be spent on various security agencies. In total, the security forces will receive Br16.84 trillion - about 38% of the total budget. This is 1.6 times more than in pre-war 2021, when the security agencies accounted for 24% of expenditures.
Along with the growth of military articles, the financing of the social sphere is being reduced. It will account for 25.1% of the budget - significantly less than the pre-war 38.1%.
Spending to support the national economy will also be reduced: their share will fall to 10.9% against 17.6% in 2021. Both figures will be the lowest in 20 years of open data from the Russian Finance Ministry.
Budget deficit
According to the law, next year the Russian Federation plans to collect 40.27 trillion rubles in revenues, while expenditures will amount to 44.06 trillion. Thus, a deficit of 3.78 trillion rubles, 1.6% of GDP, will be formed.
Oil and gas revenues, which fell by almost 20% in 2025, will hardly recover next year: the budget envisages Br8.9 trillion, only slightly above the current level of Br8.6 trillion. To compensate for the falling revenues, the government is betting on fiscal pressure on the non-resource sector. The Kremlin plans to raise an additional Br2.9 trillion through new taxes.
