Only state-approved resources are available to users.

Belgorod and Rostov regions have introduced a "white-list" mode of Internet operation, where users can access only state-approved resources. As Ashes reports, in Belgorod, subscribers of T2, Yota and MTS operators are seeing 4G/LTE connectivity, but cannot access many websites, including Google. They are also unable to update Telegram, writes The Moscow Times.

Analogous situation has developed in Rostov-on-Don, where, according to "Bloknot," there has been a "record drop" in mobile Internet. Residents of the city, as the publication writes, can only use the service "VKontakte" and messenger Max, also partially working browser "Yandex", while access to Google is completely blocked.

Minzifra in September presented a list of resources, access to which is preserved when restrictions are introduced. Then it included the services of Gosuslugi, VKontakte, Odnoklassniki, Mail.ru, national messenger Max, services of Yandex, Rutube, official sites of the payment system "Mir", the government and the presidential administration of the Russian Federation, the portal of remote electronic voting and sites of operators Beeline, MegaFon, MTS, Rostelecom and T2. At that time the Ministry emphasized that the list is not final.

In November, the Ministry of Digital Media expanded the set of allowed resources: it added the sites of the State Duma, federal ministries, services and agencies, regional governments, the Prosecutor General's Office, Russian Post, Alfa-Bank and the state digital labeling system "Honest Mark". Among media outlets, the "white list" included Komsomolskaya Pravda, RBC, Gazeta.ru, Lenta.ru, and Rambler. In addition, the list includes the website of Russian Railways, the Tutu.ru service, the 2GIS navigator, Maxim cab and the weather resource Gismeteo.

The Ministry said that these sites and applications "will remain available even during periods of restrictions," and that mobile operators have already implemented the necessary settings.
