They are united in their support for Ukraine.

The leaders of the EU, Canada and Japan said on Nov. 21 that the draft U.S. "peace plan" for peace in Ukraine requires further study. The text of the joint statement published on the EU Council website.

The politicians welcomed the continued U.S. efforts to bring peace to Ukraine and noted that the initial draft of the 28-point "peace plan" contains important elements necessary for a just and lasting peace.

"We believe that this draft is a framework that will require additional work. We are ready to join this process to ensure the stability of a future world. We clearly adhere to the principle that borders cannot be changed by force. We are also concerned about the proposed restrictions on Ukraine's Armed Forces, which could leave Ukraine vulnerable to future attacks," the statement said.

The leaders of the EU, Japan and Canada note that "implementation of the European Union and NATO elements will require the agreement of EU and NATO members respectively."

"We take this opportunity to underscore our continued support for Ukraine. We will continue to coordinate closely with Ukraine and the U.S. in the days ahead," the document said.

The joint statement was signed by Ursula von der Leyen and Antonio Costa, Mark Carney, Alexander Stubb, Emmanuel Macron, Michael Martin, Georges Meloni, Sanae Takaichi, Dick Schoof, Pedro Sanchez, Kir Starmer, Friedrich Merz and Jonas Gahr Stere.
