Axios: US Secretly Developing New Plan To End War In Ukraine

The administration of US President Donald Trump is secretly consulting with Russian authorities as it develops a new plan to end the war in Ukraine.

This was reported by Axios, citing US and Russian officials. The publication noted that the US plan has 28 points and a senior Russian official said he is optimistic about it.

Axios sources said that the 28 points of the plan can be divided into 4 categories: peace in Ukraine, security guarantees, security in Europe and future US relations with Russia and Ukraine.

It is unclear how the plan will resolve issues such as territorial control in Donbass.

According to the publication, the development of the plan is being led by Trump's special envoy Steve Whitkoff, who has discussed it in detail with Russian Ambassador Kirill Dmitriev, a U.S. official said.

Dmitriev himself told the publication that he spent three days in Miami talking to Whitkoff and other members of Trump's team. In addition, the Russian official expressed optimism about the plan's chances of success.

"We feel that the Russian position has really been heard," he commented.

Whitkoff discussed the plan with Zelensky's national security adviser Rustem Umerov at a meeting earlier this week in Miami, the Ukrainian official confirmed to Axios. "We know that the Americans are working on something," the Ukrainian official said.

"The president has made it clear that it's time to stop the killing and make an agreement to end the war. Trump believes there is a chance to end this senseless war if we show flexibility," a White House official told the publication.

Dmitriev also told Axios that the basic idea was to take the principles agreed upon by Trump and Russian dictator Vladimir Putin in Alaska in August and prepare a proposal "to resolve the Ukrainian conflict, as well as to restore U.S.-Russian relations [and] address Russia's security concerns."

Dmitriev said the goal is to produce a written document on the issue before the next meeting between Trump and Putin.

Dmitriev said the effort has nothing to do with Britain's attempt to develop a peace plan for Ukraine, which he said has no chance of success because it ignores Russia's position.

The Russian official said the U.S. side is now explaining to Ukrainians and Europeans the "advantages" of its current approach.

"This is happening against the background that Russia has certainly achieved new successes on the battlefield," he said.

A U.S. official confirmed that the White House has begun briefing European and Ukrainian officials on the new plan.

He said the White House believes there is a real chance to get the Ukrainians and Europeans on its side, and that the plan will be adapted to take into account suggestions from all sides.

"We believe now is the right time for this plan. But both sides have to be practical and realistic," the US official said.
