Kiev lowers diplomatic relations with Havana over recruitment of Cubans into the Russian army.

Ukraine has closed its embassy in Havana and announced the downgrading of diplomatic relations with Cuba, Ukrainian Foreign Minister Andrey Sibiga announced, the country's Foreign Ministry announced in Telegram.

"Today Ukraine voted against the UN General Assembly resolution on 'the need to end the US embargo against Cuba,'" the minister added.

He said the measures are directed against the inaction of Cuban authorities in response to the "mass conscription of Cuban citizens into the Russian army."

Earlier, on October 5, Reuters circulated an internal U.S. State Department cable that said between 1,000 and 5,000 Cubans were involved in fighting in Ukraine.
