Lavrov and Rubio's meeting is also canceled.
The White House has suspended preparations for a second summit between US President Donald Trump and Russian dictator Putin, US officials told Axios.
This change in plans signals a recognition by the White House that the gap between Russia and Ukraine is too wide to reach an agreement to end the war.
"There are no plans for President Trump to meet with Putin in the near future," a White House official said.
Last week, Trump said he would meet with Putin in Budapest within two weeks.
The following day, Trump held a tense meeting with Ukrainian President Vladimir Zelensky and made clear he wants both Russia and Ukraine to end the war.
The phone call between U.S. Secretary of State Marco Rubio and Foreign Minister Sergei Lavrov on Monday ended with no agreement to meet or progress on preparations for a summit between Putin and Trump.
"Secretary Rubio and Foreign Minister Lavrov had a productive call. Therefore, an additional face-to-face meeting between the two is not required," a White House spokesman said.
