Does the Russian head of state need permanent resuscitation?
Russian President Vladimir Putin's armoured train has been equipped with medical equipment that will save lives in the event of cardiac arrest or other emergencies, says a Dossier Centre investigation published on July 5.
Dossier journalists, together with CNN, Süddeutsche Zeitung, Westdeutscher Rundfunk and Norddeutscher Rundfunk, examined public procurement data and documents of Zircon Service, the company responsible for building the cars for Putin's special train.
New carriages for the train started being built during Putin's first term in office, and the latest acquisitions are special carriages with a gym, hammam, bar and cinema. The train has cost the budget at least 6.8 billion rubles.
One of the recent additions to the train was the "sports and health car", which has a gym, hammam and cosmetology room. It includes medical equipment: Defigard defibrillator (for resuscitation), Carina Drager ventilator, Atmos airway aspirator, Space B. Braun infusion pump, Infinity M540 patient monitor to monitor pulse, pressure, temperature and other parameters during anaesthesia, ventilation and other procedures.
The room is also designed for cosmetic procedures. There is a radiolifting machine, the Ionto Beauty cosmetology unit, the Ionto Sono ultrasound therapy device, the Circus lamp and much more. Combine and devices make it possible to rejuvenate the skin with radio-waves of high frequency, to carry out vacuum cleaning, ionophoresis (low-voltage current stimulates the skin and increases the production of collagen and elastin), disincrustation (during the procedure, current and an alkaline solution cleanse pores of dirt deposits and comedones), micro-massage and lymph drainage.
The beauty parlour is protected from tapping. According to the minutes of one of the meetings with the FSO, "hardware protection against leakage of acoustic information" was installed there.
The president also pays special attention to access to state television channels. In this connection, several television sets have been installed in the carriages, including a Mirror Media embedded one for 1.2 million rubles.
Putin's train has a total of 22 carriages, including two dining cars. There is also a lounge car with a multimedia centre. Not all cars are used at the same time: judging by the photos of the special train, usually about 10 cars are attached to it. The rest may be under servicing, the publication says.
The President of the aggressor country's train has cost the budget at least 6.8 billion rubles, the investigation says. Journalists found 54 train maintenance contracts concluded since 2014. In total, the special train maintenance cost the budget 1.45bn rubles.
