The order was not published for a wide audience.
The Ministry of Agriculture and Food of Belarus has received the right to make a decision on increasing the authorised capital of the Belarusian National Biotechnology Corporation (BNBC). The ministry was allowed to do it through the issue of additional shares.
The corresponding decree of the Council of Ministers was published on the National Legal Internet Portal.
By the decision of the government, the Ministry of Agriculture and Food received the right to issue BNBC shares, to make appropriate amendments to the corporation's charter. The Ministry can also make other decisions to implement Aliaksandr Lukashenka's decree, which has not been published for a wide audience.
Currently, the state owns 25% of BNBC shares. The main owners are the family of ex-president of Kyrgyzstan Kurmanbek Bakiyev, including his sons Marat and Maksim. The company is managed by ex-Prime Minister of Kyrgyzstan Daniyar Usenov, who received documents in Belarus under the name of "Daniil Uritsky".
In case of issuing additional state shares, which will be used to increase the authorised capital of the enterprise, the state's stake in BNBC will also grow. In fact, this process can be called a slow extorting of private business in favour of the state, writes zerkalo.io.
To confirm this, one can recall that recently the government (or Lukashenka personally) appointed a representative in the BNBK management. "The representative of the state will be responsible for strategy, while the immediate head of the corporation - for tactics," said the head of the Ministry of Agriculture Leanid Zayats. It happened after Lukashenka expressed dissatisfaction with the way the enterprise works at a special meeting, that is, that there are problems with capacity utilisation and product sales.
At the same time, about a month before the meeting the state TV had been boasting about the successes of BNBC.
The Brainchild of the Bakiyev Family and Fugitive Ex-Prime Minister of Kyrgyzstan Usenov
As stated above, the corporation is run by former Kyrgyz Prime Minister Daniyar Usenov under a fake name. Usenov was sentenced in absentia to life imprisonment in his home country in connection with the 2010 events and the deaths of dozens of demonstrators.
Kurmanbek Bakiyev and his sons - Marat and Maksim, who are on the international wanted list and have been living in our country at the invitation of Aliaksandr Lukashenka since 2010, may also be among the BNBC shareholders. Bakiyev senior was found guilty in his home country of abuse of power and sentenced in absentia to 24 years in a penal colony, as well as to 25 years in prison for organising an attempt on the life of British businessman Sean Daley. Maksim Bakiyev was sentenced in absentia to 30 years in prison. Minsk refused Bishkek's requests for Kurmanbek Bakiyev's extradition.
Despite that the Belarusian state still owns only 25% of shares in the corporation (that is, it is essentially a private firm), Aliaksandr Lukashenka personally promoted its interests, ordered the granting of benefits and favourable conditions for development.
In 2023, businessman Lev Dengov, advisor to Chechen head Ramzan Kadyrov and state secretary of the "Union State" Dmitry Mezentsev, joined the BNBC Council.
