Belarusian Students Who Pay For Education Forced To Sign Some Strange Agreement

Are they being forced into some sort of slavery?
Paying students in Belarus are forced to sign an “additional agreement,” which states that “the state pays part of their tuition fees.”
A blogger who is studying extramurally at one of the Belarusian universities spoke about this.
According to him, the administration forced the students to sign an “additional agreement”, which states that the budget compensates them for almost two thousand rubles a year.
It was explained to the students that these were “electricity and heating costs,” which were supposedly covered from the budget.
Apparently, similar “additional agreements” will be signed by full-time paying students.
But the amounts there will be higher. It is not yet clear what the impact of these agreements will be. Earlier, Education Minister Ivanets said that “there is no paid education in Belarus” because the state supposedly “pays most of the amount for paying students.”
