Ukrainian President Volodymyr Zelensky believes that Ukraine has every right to eliminate Vladimir Putin during the war. Prior to that, the Ukrainian president himself survived at least five attempts on his life, which were planned by the Russian authorities.
Military expert, flight instructor, AFU colonel in reserve Roman Svitan told Channel 24 that in wartime the supreme commander-in-chief of the enemy army is a legitimate military target. However, the consequences of such an act can be unexpected.
No Orders Needed
It should not be assumed that the elimination of the head of the enemy state can lead to major changes in the hostile state and on the front.
"If it were possible to eliminate Putin, the war would not end. Military mechanisms allow the loss of leadership at any stage. There are vicarious mechanisms that begin to work immediately. There are also political mechanisms that redistribute presidential duties between the branches of government," the military expert explained.
As for Putin as supreme commander-in-chief being a legitimate military target, the Ukrainian leadership would not need to order his liquidation.
"If any Ukrainian military or special services representative has an opportunity to liquidate Putin, they will definitely use it," the military expert noted.
He emphasised that the liquidation of the enemy's leadership in the course of hostilities is carried out without orders. And after the hot phase there should remain a mechanism for liquidating a terrorist organisation, which is the Russian Ministry of Defence.
"To do this, it is necessary to pass a law via the Verkhovna Rada, which defines the enemy's Ministry of Defence as a terrorist organisation," Roman Svitan noted.
