Only a minister met the Kremlin’s head.
Chinese President Xi Jinping decided not to meet visiting Russian President Vladimir Putin personally. Although, Putin was talking about special friendly relations with his Chinese counterpart just before the trip. The footage published by Russian media shows that Chinese Minister of Commerce Wang Wentao met Putin at the Beijing Capital International Airport instead of the president, according to The Moscow times.
Putin arrived in China to take part in the Belt and Road Forum, where he is going to meet with Xi Jinping. The official meeting of the President of the People's Republic of China and the heads of delegations at the forum will take place at the Great Hall of the People on Tiananmen Square. According to presidential adviser Yuri Ushakov, Putin will speak at the forum as the chief guest and will take part in Russian-Chinese negotiations in a narrow and expanded format. A press conference is expected due to Putin’s visit to Beijing.
Putin is also going to hold meetings with the presidents of Mongolia, Laos and Vietnam, as well as the heads of government of Thailand and Pakistan, who are also taking part in the forum.
During a meeting with Vice Premier of the People's Republic of China Zhang Guoqing on September 12, Putin said that bilateral relations between Moscow and Beijing are supported by “both business and personal friendly relations” with Chinese President Xi Jinping. The Russian President recalled that after his re-election in March 2023, Xi Jinping made his first foreign visit to Russia. “[This is] a sign that relations between Russia and China have reached an absolutely unprecedented, historical level in recent years,” Putin said.
The trip to the forum was Putin's second foreign visit after the International Criminal Court (ICC) issued an arrest warrant for him. Two days ago, the Russian president attended the CIS summit in Bishkek.
