Anatol Lyabedzka: “Perjury is hallmark of Belarusian police”

The leader of the United Civil party has received an order to dismiss criminal complaint against him for events in Valozhyn.
This decision was signed by senior investigator for particularly important cases of Minsk region prosecutor’s office A. Azarevich. However Damocles' sword is still hanging over the politician: charges under 2 articles of the Administrative Code, hooliganism and insubordination to legal orders of a civil servant, ucpb.org informs.
As the text of the order reads, on February 10 the chairman of Valozhyn court sent a letter to the head of local police department “about organisation of protection and limited access to the court room”, where hearings in the case regarding activists of the Union of Poles headed by Andzelika Borys were to be held. Regarding this address, senior officials of the Internal Affairs Department of Minsk regional executive committee passed a decision to “announce tightened security measures on February 15 2010 in Valozhyn with the intention of guaranteeing public order and prevent possible violations of the law during unsanctioned mass events”.
Thanks to investigator Azarevich, persons who illegally prevented people from coming near the building of the court referring to a special operation and the fact that it was a closed trial, were identified. They were policemen of the police department of Valozhyn A. Baranouski, A. Bukshtanovich, I. Kraunevich under command of the deputy commander of the police department V. Harnashkevich.
According to the text of the order, “at 10.45 a.m. A. Lyabedzka came near the gate, and he was not allowed to enter the building of the court by policemen, as he didn’t have summons” (?!).
The text of the order: “A. Lyabedzka attempted to make video footage of policemen, and after that he was detained and taken to the police department, where two reports were drawn up against him for administrative offences, under Article 17.1 of the Administrative Code (petty hooliganism) and Article 23.4 of the Administrative Code – insubordination to legal demands of officials.
On the same day these reports were forwarded to the court of Valozhyn district, but the chairman of the court A. Zyanko found element of crime in the actions of Lyabedzka and forwarded the materials of the case to the prosecutor’s office of Valozhyn district to give them legal treatment and decide whether a criminal case should be opened.
It means that attempt to shoot with a mobile phone people who illegally prevent you to come to an open trial is petty hooliganism, as police believes, and a criminal offence according to local judges.
“With such a level of legal culture I won’t entrust senior officials of the police department of Valozhyn to guard a heap of straw in the local agricultural enterprise, and to judge Zyanko to be a referee in a discussion of old ladies on a bench in a park. Political motivation of actions of law-enforcers and judicial authorities is so obvious that comments are not needed,” the leader of the UCP stated.
From the order of investigator Azarevich: “It follows fro explanations of policemen A. Baranouski, A. Bukshtanovich, I. Kraunevich, V. Harnashkevich that near the gate of the police department A. Lyabedzka urged citizens to active steps and unrest, and he was detained and taken to the police department fro that”.
“It is as easy for Belarusian policemen to say lies as to blow away a speck of dust from their uniform. Perjury is a hallmark of the Belarusian police. One more confirmation of their lies is in testimony of policemen, as it is clear on the video that A. Baranouski, A. Bukshtanovich, I. Kraunevich, V. Harnashkevich were near the gate, and the deputy head of the policed department V. Petysh was not with them. So how V. Petysh can testify that I called upon 10 pensioners to start unrest and storm the building of the court?” Lyabedzka asks.
Touching upon the possibility of the administrative case to be considered in the court, the leader of the UCP noted:
“I state that the both reports on administrative violations are falsified. And after that law-enforcers want people to respect them. I can say the same about the person named Zyanko, who calls himself a judge. In all this nonsense hastily concocted by almost illiterate policemen, the chief judge of the district found characteristics of a criminal offence. Lord forbid to have unprincipled, politicized and dishonest court in Belarus. It is not a court, it is political murder”.
