Albanian Prime Minister Edi Rama announced on Sept. 11 that Gyella would be in charge of all government procurement. Back in the summer, he jokingly speculated that one day the country would have a digital minister, or even an "AI prime minister." But few thought it would happen so quickly.

Rama presented his new "colleague" at the Socialist Party congress in Tirana, where he was announcing personnel changes in the government.

"Gyella is the first cabinet member who does not exist physically, but is created by artificial intelligence," the prime minister said.

According to him, the decision on tenders will now be taken out of the ministries and put in the hands of AI, which will become the "servant of public procurement." The process of introducing the virtual official will be phased, and the idea is to completely eliminate corruption and make public tenders "100% transparent and readable".

In fact, Albanian citizens are already familiar with Gyella: she works as the engine of the national digital platform e-Albania, where almost all public services are available. She even has an avatar - a girl in traditional Albanian clothes.

Djella will evaluate bids for tenders and will have the right to attract specialists from all over the world. According to Rama, this will help break "the bias and rigidity of the administration."

Corruption in the public sector, especially in procurement, has long been considered a sore subject for Albania and is regularly cited by the European Union in reports on the rule of law. Against the backdrop of combating the problem, Rama was given a historic fourth mandate in May 2025, declaring that the country aims to join the EU by 2030.
